Accept y'all checked that the BIOS is up to date?
Since it is a bit of piece of work anyhow doing a Windows vii clean install (you'll need a retail Windows 7 license key just to become the ISO) I'd recommend you lot first try a clean install of Windows 10 - create and boot from a usb ISO and delete all partitions - so check with the manufacturer for Windows ten drivers.

You'd take to boot into win-10
Disable Fast startup
Use Winkey+x or right click the offset push and click on Ability options
Click the link on the elevation left Change what the power push button does
Center paragraph click Change settings currently unavailable
Uncheck Employ fast startup recommended
At present when you shut downward win-ten will not use False shutdown started in win-8 which is Hibernation on steroids.
That will allow you to see the normal bios flash screen hopefully.

You tin remove the hard drive and you shouldn't have anymore issues accessing the bios.
Once y'all save and get out the bios only hold down the power button on the machine to shutdown.
And then reinstall the hdd.
Hopefully one of the settings in the bios you want to change is disabling fast or quick kickoff in the Kick section :)
